Forum of Pan-Amazonian Cities and Global Covenant of Mayors, a Strategic Alliance for the Amazon Region
The Forum of Pan-Amazonian Cities is preparing to welcome the participation of cities from five countries in the Amazon region: Brazil, Bolivia, Colombia, Ecuador, and Peru. This meeting will take place on October 17 and 18 as part of the II Regional Meeting ICLEI Amazon, which will be held in Porto Velho, Rondônia, Brazil.
In this meeting, cities will have a valuable opportunity to:
Establish Networking: Participants will be able to forge meaningful connections, fostering collaboration and the exchange of knowledge among the diverse territories of the Amazon region;
Address Local Challenges and Opportunities: The meeting’s agenda will focus on the specific challenges and opportunities of each city, recognizing the diversity of contexts in the region;
Share Successful Experiences: Cities will share their successful experiences in sustainability and innovation, contributing to mutual learning;
Explore the Role of Amazonian Cities in the Global Context: The discussion will expand to the role of these cities in international forums, promoting the strengthening of the Amazonian presence globally;
Seek Opportunities for Sustainable Economic Development: Opportunities that drive economic development in the region will be explored, aligning efforts with environmental preservation
Highlighted topics on the agenda include developments related to “The Belém Letter” regarding institutional governance in the Amazon Cooperation Treaty Organization (ACTO), an action plan oriented towards COP 30, and the formation of strategic partnerships to finance the implementation of sustainable actions in the region.
The European Union strongly supports the contribution of the Amazon to one of the most pressing challenges of our time: climate change. It recognizes that this task necessarily involves the leadership of Amazonian cities. The main support mechanism of the European Union to cities in the Amazon is the Global Covenant of Mayors, which has collaborated with the Forum of Pan-Amazonian Cities (FCPA) since its first in-person meeting in Leticia, reinforcing its global commitment to sustainability in the region.
Support for the FCPA and Amazonian cities is part of the National Strategy of the Covenant in Brazil, which prioritizes the crucial role of Amazonian urban centers in the fight against climate change and its effects. This strategy is implemented in collaboration with other strategic partners such as ICLEI, the Brazilian Association of Municipalities (ABM), the National Front of Mayors (FNP), and the Alziras Institute. These organizations play a fundamental role in the execution of Covenant activities in the country and in mobilizing mayors and local governments to carry out significant climate actions, while fostering cooperation and the exchange of best practices, essential elements in the Amazon region for a more sustainable future.

Launched in 2020, the Forum of Pan-Amazonian Cities (FCPA) has played a fundamental role in strengthening cooperation and sustainable development among cities in the vast Amazon region, spanning Brazil, Bolivia, Colombia, Ecuador, and Peru. This initiative focuses on the exchange of experiences, the development of a common agenda, and the training of local governments to produce effective projects that attract investments and promote sustainability.
The FCPA is a collaboration of entities committed to the cause, including ICLEI South America, the Konrad Adenauer Foundation through the Regional Program for Energy Security and Climate Change (EKLA), and the SINCHI Institute.
