From Paris to Belém: a decade of climate action in Latin America
Communication campaign on the road to COP30
In September 2025, the Global Covenant of Mayors for Climate and Energy in Latin America will launch the campaign “From Paris to Belém: A Decade of Climate Action,” a communication effort that will run until COP30 in Belém, Brazil. The initiative is supported by the European Union and Bloomberg Philanthropies and is part of the global campaign “From Paris to Belém,” with the active participation of the 13 mayors who are members of the Mayors’ Forum in Latin America.
The main goal of this campaign is to position cities and local governments as key players in implementing the Paris Agreement, showcasing how municipalities have been leading climate action in practice over the past ten years. At the same time, it seeks to send a clear message for the next decade: global objectives will only be achieved if cities are at the core of national and international plans.
Change is happening in cities
The campaign’s narrative is based on an evident truth: change happens in cities. Cities are where people live, where most emissions are generated and at the same time, where the most innovative solutions are born. Through this campaign, we aim to show that cities are not secondary players in climate action but the main implementers of global commitments.
Citizens and mayors at the center
Citizens are the direct beneficiaries of local climate action: cleaner air, green jobs, and more resilient communities. At the same time, mayors have been key leaders in implementing policies and projects that transform commitments into tangible results.
The campaign will highlight these voices, recognizing those who lead with urgency, commitment, and a vision of the future.
A decade of leadership, a decade ahead
COP30 in Belém, in the heart of the Amazon, makes this summit a historic milestone for Latin America and for the world. At this event, the new round of global climate commitments (NDCs) will be presented, and we want to showcase what cities are already achieving in their territories, as well as the commitments they are making for a more sustainable future in their communities.
The campaign will unfold in several phases:
- Social media: graphic materials highlighting the leadership and achievements of the Mayors Forum cities.
- World Cities Day (October 31): launch of a collective video with messages from mayors and citizens projecting the next decade of climate action.
- Media outreach: strategic positioning in regional press, emphasizing the role of cities in climate implementation.
- Local participation: an invitation for municipalities to join the campaign with their own content.
On the road to Belém
“From Paris to Belém” is more than a communication campaign: it’s a declaration of action. We want the Latin American experience to inspire the world to take a step further in climate action.
The message is clear: cities have the solutions. The next decade of climate action will only be possible if they are at the center of national and global ambition.
