Continuing the work carried out during 2020, the members of the Forum of Coordinators of the Global Covenant of Mayors for Climate and Energy (GCoM) Latin America met remotely on the morning of Wednesday, September 9, to start the process of preparing national strategies in each country, during the new phase of implementation of the Covenant in the region.
Within the framework of the elaboration process of the national strategies of the Covenant of Mayors in each country, the meeting managed to share the priorities, challenges and opportunities in this new phase of support.
Elise Abbes Castillo, Covenant specialist for Latin America, presented the new structuring proposal for the region’s governance. Castillo stressed that the proposal must be adapted to the reality of each country, one of the main objectives being to expand the representativeness of local governments within the governance structure and contribute to the clarification of the functions and responsibilities of each institution.
Within the new structure, a novelty was also suggested: the proposal to build a Forum of Mayors Ambassadors, a process in which each country must identify mayors to represent them in dialogues at the regional and global levels.
Jordan Harris, Coordinator of the GCoM Americas Support Project, presented guidance for a new approach to developing national strategies. During his presentation, he detailed the most important points of the strategies, presented the main lines of action of the GCoM and the stages for the document preparation of each national strategy.
The National Coordinators had the opportunity to ask questions and contribute to the dialogue. In addition, they also participated in a survey in which they pointed out supporting priorities such as the access to financing for climate actions, technical support for the implementation of the stages provided by the Global Covenant of Mayors, and training for local authorities and managers.
Regarding the challenges faced during the process of preparing their national strategies, the National Coordinators cited the lack of technical capacity and financing as central points. Regional activities identified as central to optimizing the use of resources include, among others, meetings, forums and webinars for training and knowledge exchanges.
