San Justo and Pavlos Melas, despite their great differences (in size, built and natural environment, social needs and expectations, legislative ordinances and economic opportunities), share the fact that they are both going through a transformative urban phase. During the two study visits, both cities identified the issue of waste management and environmental protection as the main field for their cooperation, which was developed in their joint action plan with the following activities:
