The present Local Climate Action Plan was developed with the support of the German Corporation for International Cooperation (GIZ) through the International Urban Cooperation Program for Latin America and the Caribbean (IUC-LAC) project.
Local Climate Action Plans (LCAPs) of city governments constitute a fundamental tool for the analysis and planning of mitigation and adaptation policies and measures to address climate change. Adaptation strategies to climate change start with an analysis of community risks to changes in climatic variables and long-term projections for the region. Based on the analysis of potential impacts and considering the characteristics of the city and/or region, measures are defined to mitigate damages or even benefit from opportunities associated with climate change.
