Expanding Local Climate Financing: Challenges and Opportunities for Intermediate Cities in Latin America

Description The session aims to generate a dialogue between agents and cities on the challenges and opportunities of climate finance mechanisms and instruments for intermediary cities in Latin America. This session will take the modality of a double panel discussion, integrating representatives of intermediary cities, city associations, financing institutions and/or cooperation agencies. 

The panels will address:

  • The panorama of climate finance for cities in Latin America
  • Climate finance mechanisms and instruments for intermediary cities.

Description The GCoM LATAM Mayors Forum has two ordinary meetings per year to identify the priorities of support to the GCoM LATAM community and agree on joint actions. The first annual meeting will take place as part of the ICLEI World Congress to strengthen the synergies between GCoM and ICLEI, but also to allow the Mayors to engage in further discussions with other Mayors from around the world.

The Mayors Forum meeting will aim at:

  • Assessing the GCoM progress in the LATAM region during the first semester of 2024 and identify the main priorities for the second semester.
  • Consolidating the knowledge and experiences gathered through the 2024 LATAM Mayors Forum Campaign, which started in May 2024 and will continue towards June 5th (World Environment Day) focusing on urban nature as a key asset for climate action.
  • Discussing opportunities provided by CHAMP to enhance multilevel partnerships in each country

Description UTMC TAP Marketplace aims to connect UTM cities with international financiers, project preparation facility providers to foster urban climate finance . During the marketplace selected cities will have the opportunity to pitch their project ideas to a jury composed of financial experts.

Description Dialogue session among GCoM cities leaders from across the world on the topic of multilevel partnerships. Specific objectives include

  • Start building the narrative towards COP30: what are the key outcomes expected by local governments at COP30, and what needs to happen in the next 18 months to get there?

Description Cities, the main protagonists in the fight against the climate crisis, have ambitious climate goals and plans. However, they often face challenges in transforming ideas into concrete projects that attract financing. In this highly interactive roundtable session, we will bring together finance experts and representatives of financial institutions with local and regional practitioners to learn from each other. We will discuss various topics related to the development of bankable green projects, available financing sources, and the funding of sustainable urban transformations. 

As part of the session, we will hold a recognition ceremony for the Flagship Cities, an initiative funded by the European Union through the Global Covenant of Mayors for Climate and Energy project and implemented with the technical support of ICLEI South America. The cities participated in a year-long series of training and mentoring to advance the preparation, financing, and implementation of their local climate action projects. Description The objective of our business roundtable is to promote the exchange of experiences between public sector representatives and financial institutions so that municipalities understand how to make their climate projects more attractive to investors and potential financing opportunities. The Business Roundtable will bring together local governments, financial institutions and companies from Latin America and Europe to highlight innovative municipal projects in the areas of waste, renewable energy, green infrastructure and nature-based solutions, seeking financing to combat climate change.
