Titled <em><strong>Moving from commitment to implementation in Latin America<\/strong><\/em>, the session highlighted the main outcomes of the Summit of Local and Regional Governments in the region. It showcased the noteworthy achievements of local governments, presenting ambitious plans and innovative actions undertaken by cities in the region. The creation of partnerships at various levels in Latin America is enabling studied actions to be effectively implemented by governments, demonstrating how Latin American cities are leading local action on climate and energy.<\/p>\n<p style=\"text-align: justify;\">Among the local leaders participating in the session, moderated by Manuel Carmona of the <strong>European Commission<\/strong>, were the mayor of <strong>Independencia<\/strong>\u00a0(Chile), Gonzalo Dur\u00e1n; the mayor of <strong>Avellaneda,<\/strong> Dionisio Fernando Scarpin; the mayor of <strong>M\u00e9rida (Mexico)<\/strong>, Ren\u00e1n Alberto Barrera; and the representative of the metropolitan council of <strong>Lima (Peru)<\/strong>, Andrea Cuba.<\/p>\n<p style=\"text-align: justify;\">Representatives of institutions associated with the Covenant also participated. These included Gisela Campillo, representative of the regional programs for Latin America and the Caribbean of the Directorate-General for International Cooperation and Development of the European Commission; Ricardo Bertolino, Executive Director of the Argentine Network of Municipalities against Climate Change (<strong>RAMCC<\/strong>); Hilen Meirovich, Director of Climate Change at the Inter-American Development Bank (<strong>IDB<\/strong>) Group; and Rodrigo Perp\u00e9tuo, Executive Secretary of<strong> ICLEI<\/strong> in South America. ICLEI also represents the Regional Steering Committee of the Global Covenant of Mayors for Climate and Energy in Latin America and the Caribbean.<\/p>\n<p style=\"text-align: justify;\">Asked about the<strong> results <\/strong>of Latin America and the Caribbean in the face of climate change in recent years and future <strong>challenges<\/strong>, Rodrigo Perp\u00e9tuo stated, \u00abIn Latin America, it is impossible to dissociate the climate crisis from the social crisis. The growing inequality in the region demands that the climate agenda be addressed in an integrated manner with socio-economic development policies, defending human rights and democracy principles, catalyzing opportunities for improvements in urban planning regarding issues such as sanitation, waste management, mobility, and transportation.\u00bb<\/p>\n<p style=\"text-align: justify;\">Regarding the role of the Covenant of Mayors in supporting and strengthening cities in climate action in Latin America, Rodrigo commented, \u00abThis year is one of the strongest in terms of the representation of local and regional governments in Latin America at the COP, as a powerful message has been conveyed to decision-makers about how multilevel action is essential to address climate change.\u00bb<\/p>\n<p style=\"text-align: justify;\">Regarding the upcoming climate summit, COP 26 in Glasgow, and the path forward according to the agenda of local governments in the region, Rodrigo mentioned, \u00abWe invite the networks of local governments in Latin America that operate in the countries of the region to join this effort and work with us on points such as declaring a climate emergency, Nationally Determined Contributions (NDCs) from a multilevel perspective, climate financing, urban planning for climate neutrality, resilience in connection with nature and people, climate justice, development strategies, and the generation of new jobs and income.\u00bb<\/p>\n<p style=\"text-align: justify;\">Latin America continues to solidify its position as one of the regions working most diligently towards achieving the most ambitious climate action goals within the framework of the Covenant.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Latin American region played a significant role in the third World Day of the Global Covenant of Mayors for Climate and Energy (GCoM), held with the support of the European Commission on December 9 as part of the 25th United Nations Conference of the Parties in Madrid, Spain.
